In English, we usually use "it is", when we talk about the weather.

We use:

 - it is + verb-ing
 - it is + adjective

to describe the weather.

For example:

 - It is sunny today.
 - It is hot and humid today.
 - It's a nice day today.

When someone asks "How is the weather?" we have two options to answer this question and describe the weather.

Either we can use an "adjective" as the description of the weather or "verb-ing" structure to descrbe the moment.

verb-ing means this weather condition is happening now.


 - What is happening now?  It is raining.


Let's look at the weather conditions:
We also describe the weather and it's condition by the temperature.

 - It is hot.
 - It is warm.
 - It is cool.
 - It is cold.


We can give a little information by using.

 - It is + a + adjective + day (morning / afternoon / night)

For example:

 - It is hot.
    - It is a hot day.
 - It is cold.
    - It is a cold night.

Now let's look at "it is + verb-ing" structure.

Remember, this structure is being used to describe the weather condition that happening now.

 - It is raining.
 - It is snowing.


We can also use "it is" in different tenses.

 - Present tense.
 - Past tense.
 - Future tense.
 - Perfect tense.

For example:

 - It is rainy today. - Present tense
 - It was rainy yesterday. - Past tense
 - It will be rainy tomorrow. - Future tense
 - It has been rainy all week. - Perfect tense


People usually ask about the weather by saying:

 - How is the weather?
 - What is it like outside?
 - What's the weather like?
 - What's the weather forecast?
